Minutes on Preparatory meeting of Ministers on Clean and Green Environment Campaign and Environmental week


The preparatory  meeting on  Clean and Green  environment  Campaign was held on 25th May 2011 at MINALOC Conference Hall  and it was chaired By Hon. James Musoni Minister of Local Government, who highlighted the main objectives and expected results of the Campaign.
The main principle objective of this preparatory meeting was to discuss on how the Campaign will be conducted countrywide.
After Presentation of activities on green and clean Environment campaign and Environmental week, the meeting recommended the following:
ü The Meeting recommended of having a one Month Campaign rather than a one week with the two weeks of Army and Police to be integrated in this Campaign which will give more time in preparation, coordination, logistic issues and well coordinated mechanism of monitoring and evaluation.
ü The Meeting nominated a National steering committee composed of (MINALOC, MININFRA, MINIRENA, MINISANTE, MINADEF, MININTERE, MINAGRI, REMA, and NAFA) and it will be chaired by the Minister of Local Government.
ü The Meeting nominated a Technical Team on Clean and Green Environment Campaign of Experts from (MININFRA, MINIRENA, MINISANTE, MINALOC, REMA and NAFA) and it will be led by JOINT TASK FORCE SHELTER SCHEME TO ERADICATE “NYAKATSI”.

ü The Meeting nominated Hon. Minister of Natural resources and Hon. State Minister in charge of Water and Energy to lead the Panel on the live show Television and radio ( Kubaza Bitera Kumenya/Public talk show) which is organized on 29th June 2011. Other Participants are Hon. minister of Healthy, PS. MINALOC, Mayor KCC, DG REMA, DG NAFA and the National Technical Team on Clean and Green Environment Campaign.
ü The Meeting also recommended that the message of removal of all activities in wetlands and swampy areas to be passed on Cleary during the environmental week and Campaign.
ü The Meeting recommended MININFRA to prepare a concept note on Biogas with the cost benefit analysis and deployment plan from June to December 2011.
ü The Meeting recommended that Ceramic filters dissemination and distribution has to start in rural areas where Rwandans are facing water scarcity, among others, UMUTARA, AMAYAGA, BUGESERA, Volcanic Region and  beneficiaries to be subsidized  with free handing to category O, who had been shifted from glass thatched houses commonly known as “ Nyakats” and risky zone as an incentive to them.
ü The Meeting recommended to set standards of the toilets and to be constructed to the category O in each Umudugudu as an example to other communities around.
ü The meeting recommended that the ToTs at the Districts, Army and Police officers be included in the fabrication of cooking stoves.
ü The meeting recommended to encourage the use of power cell lights to the communities in rural areas   and to be party of the campaign.
ü The Meeting recommended that Umuganda at National level  to be carried out in Nyarugunga sector in Kucukiro District and the Organizing team to make a field visit to the place before  inviting  other institutions and the  message of the day countrywide as follows: “Forests: Nature at Your Service”  with the guest of honor, Hon. Minister of Natural resources
ü The meeting recommended to the Technical Team to revise the program activities and allocate them on one Month time framework rather than one week.
          Closing remarks
Having no other matter to discuss, the meeting adjourned at 13 hours and the Chair thanked all participants for their contribution towards clean and green environment campaign.
